Who Needs ACT Pool Certification?

If you own a swimming pool or spa in the ACT, you're legally required to have a compliant pool barrier by 1 May 2028. This applies to all pools in the ACT, including temporary or inflatable ones.

CONSULTATION

One of our fully trained and qualified inspectors will run through an initial consultation to determine if your barrier is compliant or whether rectification works are required.

TRADE COORDINATION

If your pool requires any rectification or building works to make it compliant. We can assit you with our trusted network of trades who can complete the tasks identified in the initial consultation, helping you to get one step closer to a legal pool.

CERTIFICATION & LODGEMENT

Our inspector will conduct a final inspection. Once completed you will then be issued with a Certificate of Barrier Compliance within 24 hours ready for you to lodge with your local council.

Canberra Pool Compliance FAQ’s

  • Yes. Under ACT’s new safety reforms, all registered residential pools and spas must have compliant safety barriers. This includes pools built before 2013, which may require upgrades to meet the current standard.

  • No problem at all—your certificate will still be valid for four years starting from May 2028, not the date you completed it. Completing it early simply means you’re ahead of the game!

  • The deadline to have a compliant pool barrier is 1 May 2028. From that date, it will be illegal to use a non-compliant pool, and penalties may apply.

  • The ACT now requires:

    • Mandatory certification of all registered pools

    • One-off barrier compliance inspections (unless the barrier is altered)

    • Adherence to the Australian Standard AS1926.1-2012

    • New penalties for non-compliance after 1 May 2028

  • You must provide a valid Certificate of Compliance before sale or lease. This applies to all property owners and managers and will be a requirement under the Residential Tenancies Act from the deadline date.

  • All ACT pools must comply with Australian Standard AS1926.1-2012, which includes rules around:

    • Fence height (minimum 1200mm or 1800mm for boundary fences)

    • Self-closing/latching gates

    • No climbable objects within 900mm

    • Maximum 100mm gaps under or between fences

  • Our licensed inspector visits your property and checks your pool barrier against the compliance standard. If the barrier passes, you’ll receive a Certificate of Barrier Compliance. If not, we’ll provide a clear rectification report and support you through the fixes.

  • You’ll be issued a written notice outlining what needs to be fixed. Once resolved, we conduct a re-inspection and issue the compliance certificate when all items meet the standard.

  • While specific penalty amounts are still being finalised, property owners who fail to comply after the deadline may face fines, restrictions on property sale/lease, or enforcement action.

  • Most inspections take less than an hour. If your pool is compliant, we can issue the certificate within 24 hours. For non-compliant pools, the timeline depends on how quickly rectifications are completed.
